The referendum on the Kibworths' Neighbourhood Plan was held on Thursday 25th January 2018. The polling station (Kibworth Grammar School Hall) was open from 7am until 10pm for voting.
A 'yes' vote was returned with 1111 out of 1191 persons that voted, voting 'to use the Neighbourhood Plan for The Kibworths to help it decide planning applications in the Neighbourhood area.'
As the count was greater than 50% approving the plan meant it was adopted (or made) and HDC planners have to take account of the local policies when determining planning applications.
The new HDC Local Plan was adopted in April 2019, so the Kibworths Neighbourhood Plan is now being refreshed to ensure all policies are in full compliance with the new Local Plan policies. The refresh was started in early 2020 and, if a further referendum is required, this is likely to be early in 2021 after further consultation and independent examination stages.
Kibworths Neighbourhood Plan (Refresh)
Although the Plan was made in January 2018 after a referendum, the District Council Local Plan was not adopted until April 2019. Accordingly the two Kibworth parish councils agreed in early 2020 to apply for grant funding to permit a refresh process to ensure all NP policies were in conformity with the Local Plan policies.
The Chair to the Refresh Neighbourhood Planning Group is Cllr. Steve Woodhouse of Kibworth Beauchamp Parish Council, and other members include councillors from both parish councils and a resident of Kibworth Harcourt.
The refresh work was begin early in 2020 and it is hoped to be completed during 2021. An initial draft of the final refresh version will be put on the two Kibworth parish council's websites once approved for general release by the Parish Councils. This draft version is now available - see below.
A referendum is again likely to be needed but a date is not yet possible to forecast due to the ongoing coronavirus pandemic but won't be until all the local and statutory consultation stages have been completed and independent examiner's conclusions.
Kibworth's Neighbourhood Plan (Original)
The Localism Act 2011 introduced the idea of Neighbourhood Development Plans to give local communities a real opportunity to influence future development in their area. When approved and adopted, a Neighbourhood Plan becomes the first document to be consulted whenever a planning application is submitted in the area.
This is a real opportunity for the local community to work together and to take control of the future of the two Kibworth villages (Kibworth Beauchamp and Kibworth Harcourt) by gathering evidence and consulting on a range of topics including housing, employment, leisure, community facilities etc.
The Chair to the Neighbourhood Planning Group is Cllr. Chris Wood of Kibworth Beauchamp Parish Council and the Vice Chair is Janet Riley, resident of Kibworth Harcourt.
